Cannot find Generate Password menu option

What programming genius decided to hide the Generate Password menu option from users? I cannot find it on Android versions and on Windows version/ This menu option is not clearly displayed. This s...

"You can create a new Login item temporarily, select the password field to create and copy the password."

I have used that workaround a few times but it adds unnecessary housekeeping steps to keep the data uncluttered.
