We currently have an internal feature issue raised to add an option to make "Show all Matching Items" the default search behaviour. Also, regarding partial string search function, we have another internal issue opened for this. I'll be sure to add your voice to both issues to further highlight user interest.
If you'd like a short-term solution to the substring search issue you mentioned, I'd suggest trying the recently introduced "find" feature. You should be able try this by pressing Ctrl + Alt + F on your Windows device when 1Password is open.
