emergency kit for other family users

To my knowledge, no ... as soon as you (re)generate the kit, it signs all others out (as you effectively are creating a new secret key). It would also be 'potentially very bad' if you could just grift into another ones account, if you could do it, so could someone else :) (Defying the entire way 1Password works). Also, why would you generate new kits/codes? Shared vaults don't effect individuals ability or anything else related to emergency kits or recovery codes?
And again no, tmk you need 'either' emergency kit 'or' recovery code. Where one allows you to 'gain additional control' the other will effectively render all existing ones invalid. The Emergency Kit is for the account, unrelated to any vaults of membership of the Families plan. You each log in to you own account, which then gives access to private and shared vaults. Creating new kits or Secret Keys, or changing your password or avatar or... should have no effect on you access to vaults.
As Tom mentioned, take care when messing with your account access. This forum regular has posts from folks who "forgot" some or all of the things they need to (re)gain access to their accounts. Note that as a family organizer, you can assist members with account recovery.
A matter you did not raise and is not directly relevant is the question of storing your kit in a 1Password vault, to which the answer is that you almost certainly should not.
