I have seen this behavior recently as well - on Windows - when setting up my new laptop. On the plus side - the scan qr code feature made setup on a new machine so much easier. But then I saw this issue creep up. I suspect that while setup of the desktop app is easier because of the qr code feature - we have to remember that each browser we setup is yet another "device" of sorts. And that some additional authentication is needed to validate Edge or Chrome or Safari. I haven't figured it out yet - but I suspect that's where the answer lies.

Thanks for the post! It's normal to see a "Transfer your encryption key" message when you're adding 1Password to the 1Password app on a new device, or to 1Password in a new browser. The encryption key needs to be transferred from an existing device where you're using 1Password so that your items can be decrypted and viewed on the new device or browser.
