You can! When you register for two-factor authentication on a website, you'll get the option to see the secret as a string of text (usually 16 letters). Copy and paste that into the one-time password field in 1Password and it'll generate one-time passwords exactly as it would if you scanned the QR code. The QR code is simply an easy way of adding the secret to that field, but it's not required for it to work. Hope that helps! :)
