How do I get 1Password on my iPhone to sync with 1Password on the cloud?

I just discovered that an email problem I've been having for months is because 1Password on my iPhone is not syncing with 1Password Cloud. Since there's no manual "Sync" command on the phone I presume this is supposed to happen automatically but it isn't. I'm running iOS 7.9.6 on the iPhone and version 7 on my Mac but that's working OK. This is annoying and what else is annoying is trying to find answers by looking at an Ignorant Base. It certainly doesn't pass for knowledge. If I have to rummage through more than 700 entries related to my issue, it's not knowledge and neither is it customer service.

    Attach the diagnostics to an email message addressed to support+forum@1password.com.
