Import "1 step left" won't go away.

You'll need to have at least 5 items in your account for the import step to be considered complete. These need to be items that you either import or create yourself. If you're using a family account, items shared by other family members don't count towards this. 

Since you don't have anything you want to import, you can manually create a few items instead (for example, dummy logins). Once you reach 5 items, the import step should clear. You can delete those items afterwards if you like.

There is: create a password elsewhere, export it from there, then import it into 1Password.
