MacOS installation fails, possibly due to proxy

I could live with manual updates every so often! Speaking with the technical team, this is a well-known problem with many content inspection proxies and firewalls, but it won't be fixed any time soon. I'm just a contractor, not an executive who could get things changed.
My question remains is that PKG a singular file that can be downloaded through a browser (they follow different paths, which is why the issue doesn't happen there - don't blame me, I didn't design this corporate network), and then installed without it requiring further downloads?
From the description it is designed just for this sort of use case, but I wanted to be sure!
