Why I do not see Import option in my Personal 1Password app?

This information is correct, the Import functionality is not currently available within 1Password 8 for Windows. While I'm unable to provide a time frame, I can confirm that the team is hard at work on this feature.
If you have the exported or saved data in a .CSV format, those links provided by DenalB, will be helpful to import that data in to the 1Password account.
