I'm sorry that your wife is still being prompted for her old account password on her Windows PC. So that I can better understand the situation, can you tell me the following:
- What version of the 1Password app is she using: Find the version numbers for 1Password and your operating system
- Is she able to use the new account password to log in to her 1Password account on 1Password.com (in the browser, not the app) and does she see all of her items there?
- Do you share the same 1Password account? Or do you have separate accounts in the same 1Password Families membership?

I'm baaaack!
Windows OS is 10.0.19045 - 64bit
I Installed the most recent version of the App two days ago. (8.something - right from downloads)
Still have to use the old PW to get into 1PW - both in a browser and with the App.
The NEW PW opens 1PW on her iPad. It works for me on ALL of my Macs and on my iPad. (Don't use 1PW on my phone.)
We have a family account with several vaults and use different IDs to log in.
Hope that gives you enough info to suggest a solution.
I don't mind just changing "HER" master PW if she has one that's different from mine.
