Hello Settings Popup......
I just logged into my Windows 10 machine (which is the OS my father uses) and I got the popup. I have never turned this on and don't necessarily want it.
In any case, I found myself in the same situation as my father. Presented with a dialog, with the 'use Hello' option selected. I did not have a an X or a cancel button. So I "X'd out" of 1Password (like my father did), reopened it and checked my settings. Unlock with Hello was on so I turned it off. Not sure if it was on before or not. I don't want it on for him as it just confuses things.
I've had this computer and 1password on it for years as has he. You can see why I got a phone call. Every time you ask him a question, I get called.
It could be that some windows update or 1Password update could have caused it to reappear.

My father does not have a private vault as he is a Guest user (our family has 3 permanent Guest users so that they can't have private vaults). So maybe it is triggered by that. He has 80+ items in our shared vault. When you click on "All Items" it shows the "Add your first items" hint above his 80+ item list from the shared vault.
