Windows11 Startup Disabled all the time

I've submitted a diagnostic report to support@ email.  1P keeps not starting up even though I've got the taskbar and startup boxes checked on restart or startup.  Looking at the taskbar startup apps, it shows disabled, and on restart, it does not start.  So each time I need to start 1P when trying to quickly get a credential or info.
