1- We are rebranding and migrating from domain W to domain A, is there a way to rename users from user @ w.com to user @ a.org while keeping their access and accounts?

2-I've also seen a few users having both a.org and w.com accounts, is there a way to merge the two under a.org?

There's no way to merge accounts automatically. If the users have accounts on different 1Password Business memberships then they can add both accounts to the same 1Password app and then move their items over to the account you'd like to keep before the other account is deleted: Move or copy items

If both accounts are part of the same 1Password Business account, users can sign in to the w.com account, move their items into a shared vault that the a.org account can access, then sign out of the w.com account. After signing in to the a.org account, they can move those items into their Employee vault before the w.com account is deleted.

3-When a user is offboarded they may have passwords not saved in a shared vault, I would manually login as the user to access those. Is there an admin tool/function to transfer those vault items to their manager?

There is no direct administrative tool to transfer a private (Employee) vault to another user. The current process requires account recovery. You can find our guide on offboarding team members here: Offboard a team member
