I'm sorry for missing this thread when it was posted originally. For the specific situation in the original post, I recommend reaching out to support@1Password.com so that our support team can take a closer look and advise further.
It might be possible to restore vault data from an iPhone backup however iPhone device backups are controlled by Apple and so I can't guarantee the results. 1Password 7 is no longer supported and I recommend using 1Password 8 going forward which will ensure that all of your items are backed up to your 1Password account.
