Anyway to share secret note with other people but using OTP?
Not sure if I post in the wrong section.
I was wondering if I can share my secret note with other people but they need OTP (which I will give them on specific time) to access the note.

You can share items with guests by inviting them into your family account as guests and set up a shared vault between you two: https://support.1password.com/guests/
They'll have to sign into their temporary account and view the shared vault. You will then have to remove the vault and their guest access from your account when they get what they need.
