I'm sorry that you're running into an issue where AutoFill isn't working when you tap on the suggestion above the keyboard on your iPadOS device. This is a known issue that we've received a couple of other reports for and our developers are currently investigating.
To help with our investigation, I'd like to ask you to create a diagnostics report from your iOS device:
Send a diagnostics report (iOS)
Attach the diagnostics to an email message addressed to support@1password.com
