Does anybody know how to solve the permissions issue

This copy of 1Password cannot open your data. The most likely cause is insufficient permissions, and not a problem with the data itself.

I get this after I restored a Time Machine backup to a new MacBook Air. I've tried reinstalling, but to no avail.
