The period could be set to fewer days (like 5 or 7).
Hope I'm not misunderstanding you, but basically sharing the emergency kit is as I understand it, giving them access to your account (at any time, without you knowing). The feature I'm proposing is ideal as you're not giving away access to your account, but only in case something happens to you (either temporarily or not) and you want to make sure someone in your family can still access your account, but you still want to be the sole person with access to it under normal circumstances.
Not sure about all the small details, they should be reviewed and decided by 1Password.

We're not misinterpreting each other, though if I would miss the 'b wants access, dear a' in a 7 day (vacation, sick, whatever) period, you'd also have everything, right? And surely it's an idea to be evaluated by the powers that be, but I'm not sure where I'd put my trust on this one. To be fair, using recovery codes 'locks you out' where emergency kit is just 'another one accessing your account' (both of which you will get notice as well though). And not sure what you'd like to comprise with it ... giving someone https://support.1password.com/family-organizer/ privileges should hand them (almost?) everything the owner can.
