Google password manager is displaying the pass codes but I discovered the passcodes it is displaying are bound to Windows Hello and 1Password. How the passcodes got bound to Windows Hello I don't know because in windows->settings->passkeys->advance items save passkeys to this windows device is turned off. I can't delete them, when I try to delete them windows says it can't because it is required to sign in to this device. Why 1Password and Chrome started showing me the device passkeys is a mystery for another day.

Sorry I forgot one other troubleshooting thing I tried. I toggled off and on and off all of the Google password manager options and then made sure they were all turned off. Stop the browser and then restarted the browser. That obviously didn't work.
