local storage vs. cloud

I am trying out 1Password. I am not interested in keeping my data on 1Password's server, or anywhere else in the cloud, for what I think should be obvious reasons. I want to be able to sync between my local Windows desktop and my Android phone on my personal network. Is it possible to set up a 1Password vault on my local desktop to accomplish this?
