You indicated you are using 13.0 can you update to 13.2.1 and let us know if the trouble continues? If possible I would check for updates to 1Password and use the latest version 8.10. Additionally, 1Password for Safari is at version 2.7.0 as of this writing. I would give it an update too. I'm hoping this will smooth things out for you. Please let us know how it goes.
