problem with windows redirecting to Android for passkey authentication

I was recently (forced) to create a passkey at my current HSA admin and they told me that passwords would no longer also be accepted as an additional authentication method.  This was the first time I was actually forced to create a passkey with no optional second authentication method.

Even though they they have a website, I was told that the passkey would have to be created using their mobile app.  In my case this was an android app.    I had no problem creating a passkey using the android app and storing it to 1password.  I was also able to login successfully on Android using the new passkey.

The problem surfaced with trying to then login from their Windows browser app.   When I attempt to login from Windows it forces me to authenticate from my android phone even though I have windows hello configured and working properly with a functioning windows finger-print scanner.   

It was my understanding that regardless of the platform used to create the passkey (windows or android), that as long as the passkey was saved to 1password that subsequent login authentication would occur on the platform that you were using at the time of the login.  So in my case, if I login in from the windows chrome browser then shouldn't the authentication be handled by windows hello and not redirected each time back to android?

I'm still getting my feet wet with passkeys and multi-platform use so I'm very much a novice with it.  It feels to this novice like this may be related to the reason why they don't have the capability to create the passkey on their web web and only on the mobile platforms?  Is it possible that the app doesn't have the functionality to allow you to authenticate with windows hello, only to redirect the authentication to the mobile apps?

If I could have talked to someone at the company who understood the technology they were using then I would probably have got an answer.  But as a novice, I already know way more than anyone who was supposedly supporting the site and they were unwilling to escalate.

If anyone can tell me why windows hello isn't being utilized when you login from the windows site it would be much appreciated.
