Sharing vault with another, existing 1Password user

That is correct, they would become a guest member of the family and would have an account there in addition to their own. So in essence the would have two accounts, their own and the guest under your family. Each will have a different Secret Key but they could share the same password to allow for ease of use.

This is really annoying and confusing.
I've been using 1P for the past few years and really love it and have begun convincing family members to also create accounts. I'm now telling each of them that they have to create multiple 1P accounts for each vault I want to share (on top of their own account), which is not only unintuitive but also goes against the point of 1P, since now they have to manage multiple 1P accounts instead of having all their passwords and logins are under one—ahem—password.
Is there a plan to change this?

I get your frustration here. For some context each families account has it's own set of "keys", so giving someone outside that account access to vaults within isn't as simple as it would seem on the surface. Currently adding guests to your account is usually the easiest way to share those "keys". That said, our team is exploring different ways to facilitate use cases like yours, such as what one of our product managers mentioned in a recent AMA on Reddit. I'll note that I don't have any specifics to share regarding if or when this feature will be implemented.

I definitely get that adding multiple accounts can feel unintuitive, or even be intimidating. I've personally experienced similar uphill battles with tech-averse family members.
If you find there are a lot of vaults and items you need to share with a family member, one option to consider would be adding them to your families account instead of creating multiple guest accounts. 1Password Families includes 5 accounts and 5 guests by default but you can add more members for an additional fee. Another approach to reduce how many vaults you're sharing with guests would be to move anything you want to share with a family member into one vault, then use tags to help keep things organized rather than different vaults.

We typically recommend using the same account password for all 1Password accounts, whether they're full accounts or guest accounts. This means you can still access everything with one password (or fingerprint, FaceID, device unlock, and so on!). Once setup and signed in you can quickly switch between accounts or view everything in All Accounts (example below).
