Unlock in Safari --> "Open this page in 1Password?"
I see the failure with both types of authentication. My phone doesn't use Touch or FaceID and I just saw the error when I logged in to send this reply on this phone. I have TouchID on my iPad and I see the error there too, regularly.

1Password will sometimes require your password even if you have Touch ID enabled. For example:
- If your fingerprint isn’t recognized five times in a row
- If the amount of time in Settings > Security > “Confirm my account password” has elapsed
- If you add or delete a fingerprint from your device
When you see the "Open this page in 1Password" prompt, are you able to unlock 1Password using Touch ID? Or is that a circumstance where you're asked to unlock using your account password?-Dave

In this case I can indeed unlock with Touch ID. The problem is, when I do that, Safari is showing a new empty tab. The field I unlocked 1PW for is on a different, non-visible tab.

Hmm, I haven't been able to reproduce the same behaviour when using Touch ID or Face ID or two different devices. Would you creating a screen recording of what you see on your end when using Touch ID to unlock 1Password for Safari: Record the screen on your iPhone, iPad, or iPod touch
Once you've created the screen recording please send an email to support@1Password.com and include a link to this thread. After emailing in, you'll receive a reply from BitBot, our friendly robot assistant with a Support ID that looks something like [#ABC-12345-678]. Post that here, and I'll be able to locate your message and send you a secure upload link for the screen recording. 🙂
