Thanks for reaching out! 1Password doesn't have sub-vaults or a folder hierarchy but have you considered using tags?
As long as you don't need to assign different levels of permission to the different collections of items you could have one vault named "HR" and then the following tags for specific items: HR-References, HR-AnnualLeave, and HR-Attendance.
Users could then just view the items with that tag by clicking the tag in the sidebar or by using a search filter in the desktop app: Search in the 1Password app to find what you need

Hey Dave, I have been a paid user since 2018, adopting 1Pass for Developer tasks (kubernetes, shared secrets between the team, local development, ssh into servers) is pushing the experience to a point that I would love to see some Directory/Folder/Tree structure to organize the vaults
Tags don't cut it, especially when we may want better permissions around these directories/groups.
I would really appreciate if 1Pass gives a better solution here, I am considering to move most things to Hashicorp Vault just for that reason alone.

To add extra context,
I tried to adopt the "Collections", which is somewhat better than before, except that having such long-list weird to maintain conflicting with Accounts made it worst. I just end up not using as much.
Lastly, I really like what you are going for with Environments (I need Hashicorp Vault as a Destination instead of AWS, for now), but in the same realm, the management in 1Pass becomes a nightmare without the proper permission and constructs that mirrors, to some extent, the capabilities of those Destinations.
