Yes, this performance issue is absolutely visible on pages that are not Speedometer.
The biggest offender I find on a regular basis (I work as a software developer) is the GitHub Diff view. Granted, WebKit already has some issues rendering the GitHub diff page, on larger diffs 1password can slow the page to a crawl while you're doing reviews, especially if you like to batch all comments under a single review as that spawns and removes as many textareas as you leave comments. This is exacerbated by doing multiple back-to-back PR reviews as something is definitely left behind when navigating pages. At times it can take multiple seconds for the textareas and dropdowns on the page to be interactable.
Speedometer is entirely synthetic (as I acknowledged in my original post) but it gives a worst-case scenario to show how large the accumulation can get, rather than needing to review a few 100-file PRs to accumulate data over time :)
