Not sure what's the current state of this issue, but I just stumbled upon this exact issue. I wasn't able to get the Chrome extension to connect to the app as well as using the recently announced Passkey feature for Windows.
I got similar logs to the ones above, which reminded me that I recently moved (possibly by uninstalling and reinstalling) the app from drive C: to D:. I tried moving the app back to drive C:, and this issue magically disappeared.

Installed the MSIX version to test the new passkey feature once Windows enables it, and it seems like the browser connection has broken. It keeps asking for the password, even with the application unlocked.
Retried with the normal .exe and it works flawlessly.

The browser integration is working for me, but 1Password does ask for the account password when restarted instead of just requiring my PIN, as set in the settings.
This is reproducible on both of my PCs.
The regular install didn't have this issue.
