Windows Security suggests 1Password passkey that does not exist

Using Chrome and logging into a particular website, I am presented with a "Windows Security" prompt that suggests using a passkey from 1Password.

Normally, that would be wonderful, but in this case, 1Password does not have a passkey for this site.  (I have removed the URL from the screenshot.)  This particular site requires the use of my Yubikey.

If I click Continue, I get a very basic "Something went wrong" error from Windows Security and can try again, this time choosing "Security Key" and proceeding with my Yubikey to login.  (I could also do that from the first prompt by selecting "Choose a different passkey")

1Password used to have a passkey for the site from a time before they added the restriction for Yubikey only, so there may be some lingering remnant of the passkey somewhere in 1Password or Windows Security.  I have removed the passkey from 1Password and from the website.

Is Windows Security just offering 1Password since 1Password is the default passkey provider without actually knowing 1Password has a passkey?

Ultimately, I can still login, it just takes extra clicks every time and that's kind of annoying.

    I'm not entirely sure what the expected behaviour would be in this case. Since you previously used a passkey for this site before the YubiKey requirement was added, I'd like our support team to take a closer look to confirm whether everything is working as intended.

    The browser and browser extension don't really seem to matter in this case as the same thing happens a) in Firefox and Edge and b) when the browser extension is disabled/not installed.
