Unable to Link Personal Account to Family Plan
I have a business account and a personal account. With my business account, I’m supposed to have a free family account.
I tried to activate my free family account and link my personal account to it, but I wasn’t able to, and I no longer see this option in the UI.
Can I reactivate my family account, and if so, how?
Can I link my personal account to this family account?

Just a point of clarification here, a 1Password Business account can include access to a free 1Password Families account. This can be a new or existing family account, but it does not apply to individual accounts and there's no way to link an individual account to a family account. If you have an individual account what I'd typically recommend is upgrading it to a family account, then linking it to your business account.
To help with next steps, do you recall what type of account your personal account is? Did you create a new family account when trying to activate the free account? If you follow the steps Tom shared (thanks Tom!) do you see the option to link/unlink an account?

Log into your 'work' account using your webbrowser (or through the app, manage accounts -> work account -> dots-button -> more settings). And go to your profile / manage account and see what's available at '3' in the picture - for obvious reasons I can't show you the 'how to link' page :)
