This seems like a feature which deserves a prompt on first run, with instructions on how to change the setting - much as you describe.
While I keep it on, occasionally I'll see an option on a login page which I might have changed disappear as I'm automatically logged in. One day it'll be something like, "By logging in you agree that..." and it's gone.
