Unable to access Our Family account

My wife had an individual !Password account. Later I subscribed to a Family account. I invited my wife to join the Family account. She received the invite and used the same username and password she had on the individual account for the family invitation. She received the secret key for the family account which is different from her individual account. I am using an IPhone and she is using a Samsung. I have confirmed/verified her account on my app.

When she logs in to 1Password app using her password, which is the same for both account, it enables her individual account and shows the family account as "locked". The only way to unlock the family account is by using the organizer password and then she has access to ALL passwords including the organizer private vault.

If she logs in to 1 Password by scanning her fingerprint, the app enables both her individua and family accounts, but she has access to all folders of the family account including the private vault of the organizer.

Is it how the family account is supposed to work?

    I'm sorry that your wife is running into trouble when joining your 1Password Families membership. It sounds like your wife has signed into your account (the family organizer) and she'll need to sign out of that account and then into the new account that you said that you invited her too. Then she can move her items from her old individual account to her new account in your 1Password Families membership. 

    That being said, I see that you have a support ticket open with our team and one of my colleagues will reach out to you with specific steps soon. To prevent duplication of efforts, I'll close this thread.

    Not even no. There is no such thing as a "family account". The Families plan is a way to collect each family member's individual accounts such that vaults can be shared, subscription costs reduced, etc.

    This confirms that you are doing something very wrong. She should use her 1Password master password to authenticate to her 1Password account in her 1Password clients using her system accounts on her or your shared devices. You, and each other family member,  should do the equivalent.
    There should never be any shared 1Password accounts, just Vaults.

    Family Organiser is just a role which is assigned to family members. These members should be technically competent, responsible, and familiar with 1Password. There should be at least two organisers, even if one typically does all the work. There is no "organizer password".

    It sounds like you've created an account which should not exist. I suggest first ensuring that you are a family organizer, that each member of your family members' account is Active, that at least one other family member is an organiser, and that everyone can authenticate to their accounts, then removing any additional accounts and ensuring that each member of the family understands how to use shared Vaults.
